Artículo cuarto. El inciso 2° del artículo 30 del Decreto 0400 de 1957 (diciembre 20) quedará así: Dichas Comisiones serán integradas con dos ciudadanos de distinta filiación política y de reconocida honorabilidad y competencia, que sean en lo posible, residentes en el Municipio donde van a actuar.
