El Gobierno fijará la forma y precio de los transportes; los turistas colombianos serán conducidos a las islas con tarifas preferenciales; el transporte de estudiantes isleños que se dirijan a hacer estudios en algún establecimiento del continente colombiano, será gratuito, y asimismo lo será el transporte a las islas de familias nativas del interior de Colombia que deseen establecerse en una de las islas.
