Atendiendo el estado de desarrollo del proceso de modernización tecnológico que adelanta la Registraduría Nacional del Estado Civil, previa consulta con el Departamento Nacional de Planeación, el Ministerio de Hacienda y Crédito Público y en concordancia a la sentencia de la Corte Constitucional C-511 del 14 de julio de 1999, precisará el término para que el ciudadano renueve su cédula de ciudadanía, el cual no podrá ir más allá del 1º de enero de 2006.
