Art. 2.° Como una muestra de gratitud nacional, el Poder Ejecutivo hará colocar, dentro del menor tiempo posible, en cualquiera de las salas de las comisiones de las Cámaras, un retrato del ciudadano Gutiérrez, al óleo i de cuerpo entero, con la siguiente inscripción al pié:

" AL HEROICO CIUDADANO >SANTOS GUTIERREZ, LA REPUBLICA AGRADECIDA."
