El Ministerio de Educación queda facultado para dictar las medidas necesarias y arbitrar los recursos procediendo a incluír en la vigencia próxima y sucesivas dentro de su Presupuesto global, las partidas que se requieran y juzgue indispensables, para la fundación y funcionamiento de las Escuelas Normales que se crean.
