El artículo 73 de la Constitución Nacional quedará así:
El Gobierno, el Senado y la Cámara podrán disponer que cualquiera de las Comisiones Permanentes sesione durante el período de receso legislativo y cumpla las funciones constitucionales o legales que les son propias. Durante esas sesiones podrán presentarse proyectos de acto legislativo o de ley en la forma reglamentaria para que las comisiones les den primer debate.
