º . No podrán ser tramitadas por el Sistema de Licencia Anual las importaciones que comprendan bienes usados, saldos de inventario, imperfectos, desperdicios o sobrantes. Para tal fin, deberá presentarse solicitud de licencia ordinaria, ante el Comité de Importaciones del Ministerio de Comercio Exterior o la entidad que haga sus veces, quien decidirá de conformidad con la normatividad y directrices vigentes sobre la materia.
