Artículo tercero. Las labores de enseñanza profesional, de investigación, de fomento y de extensión que realiza el Estado en el ramo agronómico por intermedio de organismos nacionales, departamentales y municipales de carácter oficial o semioficial, deberán ser confiados en su dirección y administración a ingenieros agrónomos, conforme a la denominación señalada en el artículo segundo de este Decreto.
