Por medio de la presente ley se ordena la adopción de medidas orientadas a la efectiva conservación, estudio científico, identificación, restauración y uso sostenible del patrimonio espeleológico colombiano; esto es, del patrimonio natural y cultural que constituyen los paisajes, el material espeleológico y los ecosistemas kársticos y pseudo kársticos presentes en el subsuelo y en la superficie, dentro del territorio nacional, continental y acuático.
