De conformidad con el numeral 12 del artículo 76 de la Constitución Nacional, revístese al Presidente de la República de facultades extraordinarias por el término de dos (2) años, contado a partir de la sanción de la presente Ley para ceder, en favor de la Intendencia Nacional del Putumayo, el valor de las regalías petrolíferas que a la Nación correspondan en la producción de los yacimentos de petróleo que se generen en dicha Intendencia y durante el término de dichas facultades.
