Artículo tercero Las compras y adquisiciones hechas por el Congreso Nacional y los institutos oficiales decentes, no requerirán autorización especial por resolución ministerial o ejecutiva; pero todas ellas se harán por conducto del Departamento Nacional de Provisiones, siéndoles aplicables las demás disposiciones de los citados Decretos 406 y 1315 de 1959.
