Todas las operaciones de cargue y descarguen la Zona Franca serán ejecutadas por el personal que proporcione o autorice la Gerencia. Para éste efectora Zona Franca podrá a su juicio celebrar contrato con "Puertos de Colombia", mediante el cual está última entidad suministrará el personal necesario, al costo en estas operaciones la Zona no será responsable de las consecuencias que provengan de indicaciones erróneas, falsas o incompletas suministradas por los interesados.
