º Para efectos del artículo 8º de la Ley 9º de 1989, se entiende por usuario del espacio público y del medio ambiente cualquier persona pública o privada que haga uso o pueda llegar a hacer uso de un determinado espacio público o que haya sido afectada o pueda ser afectada por un determinado medio ambiente.
