Todo buque deberá estar provisto, o proveerse en el puerto de las anclas, cables, cadenas y demás útiles necesarios para conservarse en el lugar del fondeadero. El Capitán del buque que carezca de dichos útiles pagará los daños que por tal circunstancia se causen a los demás buques anclados en la misma bahía.
