El artículo número 419 del Código Penal Militar quedará así: El Oficial nombrado como Presidente del Consejo de Guerra Verbal debe nombrar inmediatamente su Secretario que será un militar en servicio activo. Instalado el Consejo, el Presidente, los Vocales y el Fiscal prestarán la promesa de cumplir bien y fielmente con sus deberes.
