Por resolución del Ministerio de Hacienda y Crédito Público, se determinarán las características del papel pectoral, o las especies similares a que se refiere el artículo 21, y procederá a hacer una investigación de la industria tabacalera, a fin de determinar el gravamen aduanero que, de conformidad con el artículo 21, deba imponerse a dicho papel pectoral.
