De conformidad en lo dispuesto en la Ley 59 de 1938 , el Gobierno procederá a la mayor brevedad posible a disponer lo conveniente al establecimiento de estaciones experimentales tabacaleras, dentro de las cuales deberán funcionar Secciones de Agronomía, Fitopatología, Entomología e Industrialización, dotándolas de todos los elementos y aparatos modernos necesarios para el completo éxito de las estaciones experimentales.
