Será castigado con prisión por diez días a seis meses, y multa de cinco a cien pesos, el que públicamente haga la apología de un hecho punible legalmente, o incite a la desobediencia de las leyes, o al odio de unas clases contra otras, de manera que se amenace la tranquilidad pública.
