Parámetros para determinar los territorios que carezcan, total o parcialmente, de una infraestructura para la provisión del servicio público de energía eléctrica. Se podrán presentar proyectos a través del mecanismo de Obras por Impuestos de que trata el artículo 800-1 del Estatuto Tributario para aquellos municipios que presenten un Índice de Cobertura de Energía Eléctrica Rural (ICEE) menor al setenta por ciento (70%), de acuerdo con los resultados del ICEE vigentes estimados por la Unidad de Planeación Minero- Energética (UPME). En estos territorios, solamente se podrán presentar proyectos de energía financiables a través del mecanismo de Obras por Impuestos de que trata el artículo 800-1 del Estatuto Tributario.
