Desde el presente año de 1931, en adelante, el 14 de abril se celebrará en Colombia como Día Panamericano. En todos los edificios públicos se izará, en dicha fecha, la bandera nacional. Se invita a las escuelas, asociaciones cívicas, y en general, al pueblo colombiano, a que celebren ese día con ceremonias adecuadas, expresando de esta manera su espíritu de solidaridad continental, y sus sentimientos de amistad por los demás pueblos de América.
