En el sitio más apropiado de la región elegida para la colonia, se hará por el Ingeniero que al efecto designe el Ministerio de Obras, el trazado del caserío cabecera de la colonia , de acuerdo en todo con el plan de construcción de la ciudad de San José de Cúcuta adoptado por el Consejo de ese Municipio en 1875.
