Las partidas del Presupuesto de gastos que requieran ser distribuidas podrán serlo mediante resolución originaria del respectivo Ministerio o Departamento Administrativo, con aprobación del Ministerio de Hacienda y Crédito Público expresada por conducto de la Dirección General del Presupuesto, la que en caso de duda, determinará si una apropiación esta o no sujeta a este requisito.
