Habrá en cada Departamento e Intendencia un Director de Higiene y Asistencia

Pública, a cargo de la Nación, con un sueldo mensual de ciento cincuenta pesos ($ 150). Estos empleados serán nombrados por la Dirección Nacional de Higiene y Asistencia Pública, con aprobación del Ministerio del ramo.
