A partir de la vigencia del presente decreto, congélanse las plantas de personal de los Ministerios, Departamentos Administrativos, Superintendencias, Establecimientos Públicos, Unidades Administrativas Especiales y las de los empleados públicos de las Empresas Industriales y Comerciales del Estado del Orden Nacional.
