Art. 10. Para que un Instituto de Instrucción gratuita secundaria ó un Colegio privado, sean incorporados en el seno de la Universidad, se requiere que así lo soliciten del Ministerio de Instrucción pública. Estas solicitudes, siempre que sean despachadas favorablemente, serán publicadas en los " Anales de la Instrucción pública." El Oficial mayor de este Ministerio llevará un Registro de los Institutos y Colegios que se incorporan en la Universidad nacional.
