Artículo once. Todos aquellos que por cualquier circunstancia tengan intereses relacionados con las actividades de la Zona, gozarán por igual de las ventajas que en ella se conceden sin que en ningún caso puedan otorgarse mayores privilegios en favor de persona alguna. La Junta Directiva de la Zona expedirá su reglamento interno en el que se señalen las dependencias de que se componga y sus atribuciones y obligaciones. CAPITULO 2° Tráfico de mercancías.
