Los Planes de Saneamiento y Manejo de Vertimientos (PSMV) y el cálculo de factor regional de tasas retributivas se ajustarán a 1 de manera inmediata cuando quiera que existan retrasos en las obras por razones no imputables al prestador del servicio público de alcantarillado. El Gobierno nacional a través de los Ministerios de Ambiente y Desarrollo Sostenible y de Vivienda, Ciudad y Territorio reglamentará las condiciones bajos las cuales las Corporaciones Autónomas Regionales y demás autoridades ambientales verificarán los motivos que dieron lugar al incumplimiento de los PSMV.
