Art. 2.° El Sr. Gobernador del Departamento, por medio de decreto especial, decidirá cuáles son los reos que deben sufrir su pena en la nueva Penitenciaría, y nombrará, con aprobación del Gobierno, el Director á cuyo cargo haya de ponerse dicho establecimiento. Comuníquese y publíquese.
