Art. 2° Para gozar de la rebaja deberá hacerse la importación de dicha mercadería, con factura en que conste el juramento de la casa remitente, respecto de ser en realidad "Guano artificial" la materia que forme el contenido de los bultos de que trate tal documento; y con manifiesto en que el introductor jure esto mismo. En caso de que la respectíva Aduana juzgue que dicha materia no es "Guano artificial," se seguirá el procedimiento que expresa el decreto número 39 de 1887 ( Diario Oficial 6,927).
