La dirección inmediata de las Universidades de Antioquia, Bolívar, Cauca, y del Colegio de Boyacá, está a cargo de un Consejo formado por el Secretario de Gobierno del respectivo Departamento, que lo preside, del Rector, del Vicerrector, del Inspector General de Instrucción Pública, dónde le haya y de un catedrático de cada Facultad, nombrado por el Gobierno. Es Secretario de del Consejo de la Universidad.
