La explotación de metales preciosos en los lechos de los ríos navegables podrá verificarse por medio de contratos celebrados con el Poder Ejecutivo, los cuales deberán ser sometidos a la aprobación del Presidente de la República, previo concepto favorable del Consejo de Ministros, y la revisión ulterior del Consejo de Estado.
