La Nación reconocerá y pagará al Departamento del Magdalena las sumas que haya invertido en dicha carretera, siempre que estos gastos se hayan hecho técnicamente a juicio del Ministerio de Obras Públicas, y pudiendo éste rechazar aquellas partidas que correspondan a sueldos excesivos o a gastos innecesarios.
