En el caso del artículo anterior el Gobierno queda facultado para negociar un empréstito en las condiciones de que tratan las Leyes 41 de 1896 y 55 de 1916, cuyo producido se destinará al pago de los saldos que resulten en favor de la Compañía, quedando libres en todo caso, las cincuenta (50) unidades del producto de las Aduanas de Buenaventura y Tumaco para continuar aplicándolas exclusivamente a la construcción del Ferrocarril.
