Art. 2.° Cuando se tema fundadamente trastorno o perturbacion del órden público, o guerra esterior, a juicio del Poder Ejecutivo, podrá elevarse el pié de fuerza hasta tres mil hombres de tropa, con sus respectivos jefes i oficiales.
