ACTOS DE GESTION. El director de cada establecimiento de reclusión, previa delegación del Director General del Instituto Nacional Penitenciario y Carcelario, podrá celebrar convenios o contratos con personas de derecho público o privado con o sin ánimo de lucro, con el fin exclusivo de garantizar el trabajo, la educación y la recreación, así como el mantenimiento y funcionamiento del centro de reclusión.
