Art. 8°. Autorizase al Poder Ejecutivo para que organice lo relativo a establecimientos de castigo o penitenciarias, en la forma más conveniente para atender a este servicio, mientras que los nuevos Departamentos puedan construir y obtener los edificios aparentes para este fin.
