Articulo 18 . El Instituto de Mercadeo Agropecuario -IDEMA- actuara en la compra de cosechas de cereales y de fique en el Departamento del Cauca. Por otra parte dicho Instituto establecerá despensas en barrios populares de Popayán y otros municipios del Departamento del Cauca donde ello se justifique, con productos básicos de la canasta familiar y hasta tanto la situación de emergencia creada por el sismo así lo requiera.
