En caso de que no se incluya en el Presupuesto Nacional la partida necesaria a que se refiere el artículo anterior, queda facultado el Gobierno para hacer en cualquier tiempo traslados presupuestales o para abrir los créditos indispensables a fin de dar estricto cumplimento a esta Ley.
