° También se transmitirán libres de porte los despachos ofíciales, cualquiera que sea su extensión, que dirijan los siguientes funcionarios: Los Ministros del Despacho Ejecutivo; Los Presidentes de las Cámaras Legislativas y sus Secretarios; El Administrador General de Telégrafos; y El Tesorero General de la República. Corresponde a los mismos funcionarios calificar sus despachos.
