FELICITACIÓN PÚBLICA. La felicitación pública se otorgará por el superior jerárquico, se consignará en la orden del día y se leerá en relación general. El felicitado saldrá al frente y se colocará en lugar preferente. Debe concederse con un permiso hasta por cinco (5) días.
