Autorícese al Gobierno Nacional a través del Ministerio de Comunicaciones, de la empresa Servicios Postales Nacionales S. A. y del Consejo Filatélico, apropiar y/o reasignar los recursos y determinar lo pertinente para la emisión de sellos postales - estampillas con la imagen del rostro y una frase del escritor Manuel Mejía Vallejo, dentro de la "Serie de Personajes". El número de estampillas que se emitirán será determinado por la autoridad competente.
