Esta ley tiene por objeto promover el uso de la bicicleta segura y sin accidentes, fomentando y fortaleciendo el conocimiento a través de la pedagogía de las normas de tránsito y la política pública de seguridad vial por parte de los actores en la vía. También, el fomento de la participación de colectivos de actores vulnerables en una de las instancias de apoyo de la Agencia Nacional de Seguridad Vial, para prevenir la accidentalidad de los ciclistas y demás actores vulnerables.
