De las partidas que la Nación adeude por cualquier concepto a los Departamentos, el Gobierno pagara de preferencia al Instituto Nacional de Fomento Municipal las obligaciones que los Departamentos tengan con el Instituto. Igualmente los Departamentos cancelaran en primer término las deudas que los Municipios hayan contraído con el Instituto, de los fondos que los Departamentos tengan que pagar a los Municipios.
