Art. 4º Los Departamentos que no tengan establecidas por ley las siguientes rentas, procederán a establecerlas y reglamentarlas:

1ª Sobre los bienes inmuebles ó raíces, que podrán gravarse, anualmente, hasta con el cuatro por mil destinado á los Departamentos, y el dos por mil que se apropiará a los Distritos municipales; y

2ª Sobre la producción y rectificación de aguardiente de caña y sus compuestos bien por el sistema de monopolio ó bien por el de patentes con el siguiente gravamen: tres centavos por cada litro que se produzca y seis centavos por cada litro que se rectifique.
