Las empresas públicas, privadas o mixtas, que emprendan proyectos susceptibles de producir deterioro ambiental tendrán la obligación de evitar, mitigar, reparar y compensar los efectos negativos sobre el ambiente natural y social generados en el desarrollo de sus funciones, de conformidad con las normas vigentes y las especiales que señalen las autoridades competentes.
