Los Gobernadores deberán resolver las solicitudes de rebaja de pena dentro de los ocho días siguientes al recibo del expediente en la Gobernación, y sus fallos son apelables ante el Ministerio de Gobierno, dentro del tercero día de notificado al reo personalmente. Los demás deberán ser consultados con el mismo Ministerio antes de ponerse en ejecución.
