La División de Recursos Humanos y Estadística elabora estudios, planes y programas relacionados con la selección e incorporación; formación, capacitación y administración de personal, a su cargo está la recolección y análisis de la estadística institucional, debiendo presentar a la Dirección General información suficiente y oportuna que facilite la toma de decisiones. Así mismo, se encarga de lo relativo a la organización, métodos y simplificación del trabajo para todas las dependencias y organismos de la institución. Capítulo V. De la Dirección Operativa.
