Los contratos que se celebren en nombre del Estado para el establecimiento de servicios telefónicos, estarán sujetos a los trámites de que hablan las leyes fiscales, considerando como valor del contrato el que resulte del cálculo aproximado a que alude el numeral 4º del artículo 7º del presente Decreto.
