En los casos de duda acerca de la competencia de un Tribunal superior de Distrito Judicial se observaran las siguientes reglas:

1ºSi se trata de causa criminal relativa a empleados nacionales, es competente el Tribunal del Distrito Judicial en donde se cometió el delito; y

2ºSi se trata de un negocio civil que afecte a un Departamento, es competente el Tribunal que reside en la capital del mismo.
