El Ministro de Educación Nacional, podrá aprobar el funcionamiento de nuevas instituciones de Educación Superior y determinar el campo o campos de acción en que se puedan desempeñar así como su carácter académico. Igualmente podrá aprobar las reformas estatutarias que modifiquen dicho carácter académico salvo lo dispuesto en el artículo 20 de esta ley
